About This Project

The Town of Caledon and the Region of Peel are undertaking a comprehensive exercise to determine the most appropriate location for future residential growth in the community of Bolton.  urbanMetrics was retained on behalf of a landowners group as part of a large, multi-disciplinary team to evaluate the locational options.  Our role was to analyze the fiscal impacts of each option in terms of the capital and operating cost implications to the Town and the Region.  As part of our work, we prepared a development charges study and fiscal impact strategy with the objective of minimizing the financial impacts on the Town and the Region.  Our analysis considered the most current legislation including the Growth Plan and changes to the Development Charges Act introduced through Bill 73.
